I would imagine there should be some sort of dietary supplement that can help with nail growth... Hopefully someone can think of it for you, otherwise check at your petfood store. It is winter, so I imagine that like people claw and hair growth is slowed down during the winter, so it may just be taking a little longer then it normally would for them to grow back. Till then, you could also try dog boots, so he doesn't get a chance to scrape his claws down to the quick (blood vein in each nail) I know there is a website that sells them...

I have seen in many pet cataloges these tips you can put over their
nails. I know, sounds really odd, but easier than putting boots on every time your dog goes onto a rough surface, which mine would not stand! They look to be rubber or plastic of some sort, and fairly easy to do. Just a thought... it may at least allow the dogs nails to grow out a bit. They seem kinda inexpensive anyway. May be just what you need- good luck. They come in colors too - including black, white and clear.
