No, you do not need to see parents in full coats. Good for the breeder for keeping the hair short in hot weather. We do the same. It is cruel for a sheepdog to be kept in full coat, especially in the hot and humid states. Imagine running a regual temp of 101 and then wearing a 15 pound coat of dense fur (designed to keep water off the skin) in 90 degree temps with 80% humidity! To check the coats, rub your hands on the coat. It should be smooth and shiny, with good flexibility. The skin should be in good condition, not flaky. Make sure the skin is pink, but not red. Check for fleas, which are common on little puppies and mommies since you don't want to have pesticides used on them. A few fleas are okay, they should not be infested. Check to make sure they are well hydrated and that their mucous membranes are good and pink, not grey.
