Things are not going well in Mobile, Alabama after Katrina

My daughter called by cell last night. She was telling me that they have to guard their cars all the time. They are steeling gas or just takeing the cars. No police around. She lives right out side of Mobile. Like 1 mile. For the first time she says they are thinking of coming back to Rochester NY.
This is the third sorm this year for them. Why do people stay?????
