Barking at dogs when he is off lead and they are on lead

Hi, my 4 year old OES is great off lead, very sociable with other dogs. However, when he is off the lead and he meets a dog who is on the lead, he runs towards them and barks, quite aggressively, though he has never attacked another dog and I am confident that he wouldn't. This does, however, upset other owners. He is absolutely fine when both digs are off lead. He either posts with them or ignores them. Can anybody help me to stop this behaviour? Thanks
