PULLING AND LUNGING AT PEOPLE HELP PLEASE

My 1 year old male sheepdog Jessy, is a horror outside. He is a good boy when we are home. He doesn't jump on anyone that comes in the apartment, and is okay with the handymen that need to come and fix things. When we go for walks, he is like another dog. He pulls all the time. He is now 75 lbs and is quite strong. I've tried a choke collar which has no effect on him...he just keeps on going. When he sees people approaching, he gets in this stance waiting to lunge at them. I called a trainer and he suggested a prong collar. This seems so barbaric to me, and painful to Jessy. I've walked with treats until all my pockets smell of bacon bits. I am so upset.
What is the lunging at people about?
Any suggestions regarding the type of collar is good? I've heard a front buckle harness is good??? I've also tried the gentle lead thing that goes around the nose, but he breaks them.

I don't have much time so I can't answer you in depth but I didn't want to leave you...You and I are the ones who have similar aged and sized babes. Steel just turned 1 and is 80.2 lbs. Try teaching him to "WAIT." You can do this in the house. Have him sit first. Put your open hand in front of his face/nose and say wait, walk back wards a few steps and ask him to come. He gets a treat. Gradually increase the steps backwards. This works when you are walking out the door and don't want dogs racing after you, when you are feeding one dog - not all 3 (in my case). Just generally when you need to gain some control! I can do this and walk out of the room and clap my hands and say O.K. and Steel will come running. Not a quick fix but after a few weeks you will be able to tell him to sit and wait and he should act like a more respectable young man. I'm guessing he just wants to go get some love from whomever he sees or play with the dog walking by? He isn't being aggressive is he? I suppose in either case having him sit and wait will help. I don't know if there is a quick fix, maybe someone else has a suggestion for that. I hope I was a help.
You can search you tube for training videos. I remember seeing some for old english sheepdogs, where the guy had enlisted some friends to help and would have them walk by and not pay attention to the dog until it settled down. maybe those will give you some ideas. If I happen to come across them I will let you know. good luck. The guy on you tube is Tyler Muto...he seems really easy going and gets good results. There are a lot of videos out there though that may help you.
My guy is 5 months. Knowing he's going to be like a tank, I've started trying to remedy pulling and manners while he's little-not so little now. Here's what has worked for me so far:

Gentle leader. We work on it in the house when there are fewer distractions. I treat (super yummy treat or kibble) him when he sees it, as it goes on, and treat him like the dickens when he is wearing it and walking with me inside. We go outside and I continue to treat him with it on. Also helps with reinforcing him to walk beside me. Treat, treat, treat. When I remove the high-frequency of treating, he works on taking the leader off...and was successful yesterday. Easy to see how your older/larger OES broke his.

Citronella anti-bark spray collar. Purchased online. It comes with a remote control. He jumps on me, I spray once and say, "Off". I stay on top of this behavior inside, so hopefully it transfers when we go to the potty park, which we do multiple times a day. With the nipping, forceful play biting, jumping to engage me in play, I had to curtail these behaviors quickly. The collar has helped within just a couple days use.

The jumping on new friends thing is tough. My OES must greet everyone. The gentle leader has been what's helped me.
