Lol, So you have leash laws now and restrictions on where your dogs can go. USA has had those forever. They hardly get enforced unless your dog is mean, out of control or in a no dog area.

I wouldn't blame the people that put the law into effect. Blame the people that are irresponsible owners, that just let their dogs run a muck in public.
In our area, the leash laws are strictly enforced.
I take the dogs out front, off leash, to get the mail with me. Normal sized city lot, with the mailbox next to the street. The dogs never leave our property.
One day, a police officier was driving by as we came out the door. He slowed down and watched us the entire time... Fortunately, they behaved as usual and he drove off.

In our lake community, and the nearby State Park, they will fine you for a first offense. I've made friends with the Park Ranger and can take the dogs swimming, away from the normal swimming area without a leash, because the dogs are still under my control. :)
Your supposed to keep dogs on leads in public areas here but no one does, besides me aha :D
Personally I think dogs should be kept on leads whether they are well behaved or not. The council should provide dog walkers with a safe, enclosed area, because if they arent allowing dogs to run free else where how do they expect dogs to get exercise...

It doesn't bother me as I don't allow bloo off lead anywhere, but it scares me sometimes when im walking and some dog comes bounding over. I have argued before about how dogs need to be kept on leads because some people cant control them.

I agree there should be stricter laws however I don't know why a sheepie is used here, are there that many living in Bedford :P

In our area, the city parks are totally off limit to dogs...you can't even walk through a park with your dog, even if on a leash.
The county parks are more liberal - you are supposed to be on lead, but if they are well trained and don't go pestering other people, they don't care. The ones with beaches - no dogs on the beach area, but if you go off to the side, outside the buoys, it's generally OK too.

That is one really bad haircut too :(
I'm in a exurban area and the leash laws are sorta enforced. There's an older dog who gets out once in a while and he's BIG, but if you know him he's harmless and he gets returned to the owners by other neighbors. Joan has been stopped once on our road by the local police many years ago who asked if Jake or Mulligan (don't recall which) had a license, which was kinda weird since we'd been her maybe 10 years at that point. We do allow Mulligan off leash at the local school athletic fields/park once a week or so, he runs around and gets tired, but dogs aren't really allowed. Of course any "accidents" are bagged and there usually aren't any folks around at all. So as far as we know, nobody has complained.

My brother's town also has leash laws, and his local park allows dogs on leash. Yet an unleashed Labrador attacked my brother's leashed toy poodle and the police were very unhelpful at first, including saying that my brother was at fault for not picking up his dog, and that his poodle incited things by barking at the Lab, and refused to help him track down the other owner (who called the dog and then took off in her car) ... but eventually he got the part-time "dog officer" on his side and last I heard they were working well together to find the culprits.

I'll have to ask him how that's all going.

Quite simple to understand in reality.

Other local bylaws are up to you to find out what they are if you are in an area. For public spaces they maybe signposted on entrances.
I saw that Scotland's Greyfriars Bobby wouldn't be allowed to visit his owners grave anymore, as it's on the grounds of a church and all dogs are now banned from church grounds.
One of our therapy dog's humans recently lost her mom. Today was the funeral. We had 8 therapy dogs in the church for the memorial service today. The pastor was gracious, and amazed at our wonderful dogs. :D
