Mounting

We went to the park last night and there was loads of dogs, many were females. Bloo was bouncing around being his usual self. But then a man came on with his 3 girls. Bloo went running over and straight away mounted the labrador. Shes about 8years old and just sat there letting bloo do it. We talk to the man everyday, he just laughed! I pulled bloo off....with a big tugg because neither dogs are neutered! But he kept going back. So i oput him on the lead and went, he still kept turning round and barking...
He never bothered with any of the other dogs on the park, he was just interested in that one lab.
Was he just practising? He has never mounted before, it was a big shock. I have a feeling the lab was either on heat or coming into heat, because he has met her before and hasnt bothered, it was just yesterday. Its not my fault as he shouldnt be walking a female on heat, but im still worried about letting bloo play with girls just incase he does it again and might actually get it right n make puppies! am i just paranoid? Is it just a male thing?

I think you're probably right about that dog being in heat or about to be in heat, if that's not normal behavior for Bloo.
Also, female dogs attract unwanted attention if they have a UTI (urinary tract infection) as well.
