Why did they

Why did they build towns and cities where they had weather issues. They must of known when they started building these towns & cites or expanding them. Or has the weather changed that much.

There's towns and cities pretty much everywhere.
Well you could understand next to rivers as people needed the water for transport & other things. But all thoes deaths over the years to earthquakes,tornadoes,fires & so on. But we still expand in the most daft areas.
Weather is constantly changing, reading history you find periods (decades) of intense cold and extreme heat. Here in New Mexico we had exceptionally wet years for 40 years and now we are drying out. For how long? Who knows.

I'm sure urbanization is contributing to weather but not blaming all "global warming" on people. There are too many other variables including solar cycles. Realize we have a lot more paved surfaces in the planet now where water used to soak in, it now runs off....floods. Also denuding forests = floods. Pavement absorbs heat an radiates it back out into space where as with vegetative cover, the earth surface is cooler.

Towns are established along transportation routes: water, canal, rail and now highways. Who knows what the weather was like back when the communities were founded.
There are a lot of people in this world, and we can't put them all in safe places. If we avoided every area where there could be a weather disaster, we would have to put tons of people in every town/city. Just because you live in an area where weather can be bad, doesn't mean it will happen to you, too. I live in the Midwest and tornadoes are pretty common, but I've never been even near one myself. It snows a lot here, but I haven't crashed my car due to the snow yet. Colorado is having (had?) fires, but not everybody's houses were ruined. Florida gets hurricanes, but they don't ruin everything. California has earthquakes but tons of people live there. If we worried about every thing that could happen, we'd all be nuts trying to be prepared for everything, even things that will never happen to you. Of course, that doesn't mean you shouldn't get home insurance just in case.
It's kind of the same as why I don't believe in vaccines, they have so many potential side effects, why would you give that to your child or yourself when it's entirely possible that you will never even be exposed to the disease itself? So you just can't prepare for everything, some things you just have to hope won't happen to you.
If there is a place with perfect weather,not hot not cold, no earthquakes, hurricanes, tornadoes, fires, floods, mud slides, tsanamis, let me know! I want to go!

Well lets see, its never to hot or cold here..snows maybe on average an inch a yr..no hurricanes, tornadoes, floods, mudslides in my city or wildfires (rain forest). In my lifetime we felt a 7.0 earthquake but it came from olympia.

The only downside are the tectonic plates of juan de fuca. some day the pressure will be relased and we will have a tsunami. Good thing the town was built on the bottom of a mountain. All hills, oh and it may go to canada first, smaller one for us.
The weather events that you talk about don't happen very often. I live in Central Florida, USA and our area had not had a hurricane for over 50 yrs, but in 2004 about a year after we moved here there were 4, about every 2/3 weeks in the Fall of that year. When I lived in Michigan, we would get a big ice storm about once a Winter and at least one Blizzard. That is just the way things are. The rest of the year is normal seasonal stuff.
