Acting out on leash

So we have had Mattie for almost a year now. I have always thought that she doesn't like other dogs. On leash she growls and snarls and snaps. I have taken her to a reactive dogs class, and have learned how to control her with different methods, so the other dogs can pass her. A few months ago when I decided to see how she would do at daycamp, knowing it wouldn't work out. They just love her there and she gets along just fine with everyone. The employees all tell me she is a perfect little lady. A couple of weeks ago they handed me her leash and a dog came up and she did exactly what I had been trying to tell them she does. She snarked(thats what I call it) at the dog. They said it must be me, because she never acts that way during the daycamp stay.
Last weekend we took her for a walk at the park and every dog that went by she snarked and snapped at. So I used my training and backed off the trail and distracted her to the best of my ability until the others pass by. Some people look at us and comment that we shouldn't be there with her. My opinion is my dog is under control not lunging or chasing or getting off of her leash. If they can't control there dogs as they are passing by I feel thats there problem.

Why does she do this? Am I thinking wrong, we should be able to take her out in public right?

Opinions would be greatly appreciated.

is mattie protective of you at home off leash? it sure appears she is protective of you on leash.
She did great at the Sheep-In from what I remember...

I've seen dogs do this on leash...off leash are fine. I'm not a behaviorist so I'm not sure why.

Continue to take her out in public. As long as she is in your control there should be no problem. If some know-it-all says something you can either ignore them or give them a "killer" look.
Apparently it's not particularly uncommon for dogs to be snarky on lead but fine off.
