In this country, it mostly means they are a commercial breeder. DNA certification is used to verified parentage, and in our breed it's mostly seen by the commercial breeders - who actually fathered those pups? In some breeds it is now a requirement to DNA certify as part of their registration I believe. But not for OES. It also is a somewhat questionable boast...meant for potential puppy buyer people not in the know, to think they are doing health testing. |

Meaning a large breeder, who has a USDA license (or maybe not if they are really scummy) who are in the business to breed and sell puppies for profit. They can be somewhat legit (but still basically large-scale backyard breeders), all the way to the puppy millers. |
