Is he contained in a fenced yard and racing up and down the fence line or is he not contained? I'm sure it's stressful for the neighbors if he's doing this daily. A professional trainer might be able to help you work through this problem. Only allowing him outdoors on a leash so you can correct/redirect him every time and a reward based system when he's not acting aggressive toward the car might work. Starting out with you and him at a distance and gradually working closer. Maybe talk with your neighbor to let them know what you're trying to do... maybe they'll be willing to help or ask if a family member or friend can help to desensitize him by pulling in and out of the neighbor's drive. But it's hard to know without seeing/knowing the dog what the right approach is. So again, I'd bring in a professional trainer because you want to do use the right approach the first time.
