When you take him out is he on a leash? That's what we did for Khloe and she could not play in the yard until she had done her business. Then we would take her off leash and she could run free in the yard. Just a suggestion.

I have also seen people put the puppy pads down all over the floor where the puppy is staying like a laundry room area. Then each day they pull up one pad. Sooner or later there is only one pad left on the floor and the puppy will gravitate to that pad. Not sure if it works or not b/c we never used the pads, but it is worth a try. Hope some of this helps.
at thirteen weeks you should still be expecting accidents in the house. To potty train you will want to take him to pee and poop outside EVERY TIME he drinks, eats, after playtime and at least every two hours. At night if he's crated you should be able to do one or two trips at the most during the night. It's preferable to only use the puppy pads for accidents. It helps if he runs to it. Then some people take the puppy pads outside and put them on the ground so he gets the idea. But you don't want to use that as anything but a backup.....puppies and dogs will do what is easy. If you let him think for one minute that it's 'ok' to pee or poop in the house you are setting yourself up for a longer potty training period.

Do the trips outside now and withing 4-8 weeks more you should have a puppy that is basically potty trained (from what I remember). Accidents still happened up to a year old in our house.
You are expecting too much. Your pup is still that...a pup.

I remember thinking that Simon would never get it...it took till he was five months old when it finally clicked. When we took him out...every hour to hour and a half(it gets old fast but it worked) he was on leash, every single time. There was no playing outside, we did that inside. You can't let the pup outside by themselves and think they will go, it doesn't work.

Can't help with the puppy pads, we never had to use them as we have a yard.
Ecco was 12 weeks when we got her, we started potty training at that age, but never corrected if she made a mistake. They can't actually physically control their bladder all that well until at least 4 months of age. So, we introduced the behavior we wanted and rewarded for success.

We would take Ecco out every time she changed activities, like when she woke, after she ate, when she stopped playing, etc. It turned out to be every hour or so when we were home. We took treats with us, and once outside we said, "potty". We didn't play with her until she did her business, and then we said, "Yes, potty!" and gave her the treat and loved on her like she had just done the most wonderful thing in the world, and she kinda had. Eventually, when we went outside and said, "potty", she would run off to her spot in the yard, do her thing, and then come running back like a maniac to get her reward. When we weren't home, she stayed in her crate, but my partner and I have staggered schedules, so she was never alone in there longer than 2 hours, except for bedtime.

It took a couple weeks before she was usually asking to go outside when she needed to potty. Of course, she did have accidents, in which case, a Little Green Clean Machine is recommended, but we NEVER corrected or even let on that we knew it was her who did it. It was purely a reward based system. She was fully potty trained, with complete reliability by 5 months. Never had an accident since.

I think you can do the same in an apartment situation, you'll just need to leash your pup to take him out. It's a lot of work, but well worth it in the end.
I do take him out ater sleep play and foodalso when he gets in the wee position i call him and he sits while i put lead on.
he does go and knock the lead but up till yet he has not done anything.
he is good he sits and goes down and does not get on my bed he sleeps next to me and gets up to wee on the paper so he is good, he also stops doing things when told to leave.
we give him treats foe all these things.
he has just been out and done a wee. .
thanks for all your help i wish i could give you all a treat
