Josh and I have been talking about moving (yay!) to a better area within the quad cities. There was a shooting two blocks north of our house (you can see the house from our street) where one person died and the other was wounded. What scared Josh the most is that both persons were in a car when they were shot, if they were in front of our house instead of a neighbors, you can imagine what may have happened to our dogs. When I lived near Detroit, I knew the limit was on dogs only, of which it was four dogs, but cats didn't really count. The local animal rescue I volunteer at has an old list of animal limits, but I don't know how current it is, and also if it's on overall pets or just specific specie. Since we have dogs and cats, I want to make sure we don't move to one of the cities where the limit could get us into problems. As far as I know, Rock Island doesn't have a limit, that is where we are currently. We are quiet people and keep an ear out for our dogs if they are outside and get barking. Our cats are strictly indoor and I keep our house clean. Does anyone have any idea where I would look for the city ordinance for pets in my area? |

It might be listed on your city's web site. Or a call to city hall would probably do the same. |
The city clerk's office, or whatever office issues the dogmpermits ought to know, or at very least be able to point you in the right direction. |
and perhaps check if your county has a limit too - maybe one pulls rank on the other. You never know! |
Even subdivisions can have limits different from the actual city they are located within. One thing for sure....don't take 1 person's word for it! I know someone with 7 show dogs that bought a house & had a nice kennel installed. Real Estate agent told them there were no restrictions on the muber of dogs. They asked this before purchasing the house because they already had that many dogs. They find out a few years later there is a 3 dog limit. A new neighbor moved into the neighborhood that wasn't particularly fond of dogs! Now 4 of the dogs are living with friends until they can sell the house & move! |
I called animal control, as they are the ones who would answer any complaints. Our wonderful cities doesn't have a set limit - as long as you take good care of them and don't cause a disturbance or health hazzard. |

Same here... we had been told by a trainer that there was a limit of 4 dogs in our county so we had to pass on adopting a deaf OES 5+ years ago. When Kaytee came along, we called Animal Control to see if there was any way we could bring her into our lives. We were told there wasn't a limit as long as the dogs were properly cared for. I also went to the AC website and copied up the information so I had something in writing. So ask several sources, ask who has jurisdiction and get it in writing. |

We were told the same thing. We were also told that as long as they were quiet there were no problems. Come to find out our Sub division HOA says 3 ANIMALS TOTAL (cat, dog, hampsters etc)... Town law says 4 total. County says as many as you can care for. Unfortunately HOA trumps them all here in this house. Worried for my friends coming to stay here as they are bringing a # with them to get their American Ch.'s. We are going to have to let dogs out in shifts....and use the side potty pen.......and pray Officer Madingly doesn't make a visit to the house. I love my house here, but hate this stupid law. |
When your frineds come to stay, have them bring a copy of the dog's records, with the name and number of the vet, a copy of the tax role that shows them as the owner of a property elsewhere and a copy of the application for the show that includes their address. IOW, prove that they are guests, not not new family members. |
well, they are from Mexico coming, but it won't matter with my HOA. Word to wise NEVER buy in a HOA ever!!! I HATE that part of owning my home. Someone who tells me what i can and cannot do to my own property/house, but doesn't pay my mortgage!!! |

Erin, Well to say the least Michele and I have plenty of (bad) experience in this regard. We were told one thing, left unadvised by the SPCA who issues the licenses and then suffered (and continue to suffer) untold misery when the city decided to "flex it's muscle" as a partner in our neighbour's overt and blatant harassment campaign against us. When you do find out who issues the regualtions be very very pedantic about documenting it. City hall should be able to provide you a copy of the animal control bylaw. If the bylaw does have a limit as to numbers have the clerk who provides a copy of it to you highlight the applicable article and then initial and date over it, or better yet sign and date over it. Also get them to write, date and sign on the cover page that this is the most recently approved bylaw. If the clerk doesn't want to assume this "responsibility" get the supervisor to do so, go as high as you need to to get these initials/signatures. This then "certifies" your copy of the bylaw and identifies the "advising authority". If you are told that there are no numerical limits, only "quality of care" restrictions there has to be some sort of reference to that in the bylaw. Again get the applicable articles highlighted and initialled/signed AND get someone to legibly write and sign a note on the cover page stating the same in support of the bylaw copy provided. Make sure you get a business card with all the particulars of everyone with whom you speak and keep a diary of all calls, trips and conversations. Get the name, title and extension number of every person you talk to over the phone and keep a diary of what you asked and what the answers were. In fact I would use an MP3 to record all discussions and then type out a transcript. Preserve the recording and transcript on at least two other data storage devices for security and independant verification of the original. These little minions with a morsel of power think they have some divine authority to dictate your life and make you agree with tier idea of what is or is not "approriate". And given that morons surround themeselves with more morons they will band together and rightly or wrongly they will ultimately be able to get away with it. The old saying "you can't fight ciy hall" is so very true. You have to work, run a house, pay bills, keep a family going etc., while they are paid for 8 hours a day (in part through your own property taxes and state tax transfers/equalization payments) to spend their work time being obstinate and defending the self-interested and self-propogating system of which they are a part. If they can't do it themsleves they will call in the city's lawyers and independant consultants to justify themselves, all at your expence. Remember the greatest impediment to change is the inertia of those in the system who have something to loose to progress. Sorry to be so cynical but life and experience with the Jack-Booted, Goose-Stepping, Racist, Gestapo Fascists who run this hell hole city of Gatineau has made me even more hostile towards civic "authority" than is my natural inclination. I have spent literally hundreds of hours first trying to work with my city councillor and then fighting city hall to resolve our situation. It grinds you down and saps your energy needed for the legitimate pursuits of life. It seems your home is NOT your castle nowadays even though you pay for it and have "consitutional rights"!! Ali, This whole HOA thing had me very confused and quite frankly disgusted when I briefly lived in Grand Junction CO. I always wondered about the legality of an HOA considering the rights and freedoms expicitly guaranted in the U.S. Constitution. Other people are not paying for your house and yet they can dictate what is or is not acceptable!! Sorry the freedom of association and expression tells me I can associate with other dog people and their furkids and that I can express my interests and choices through my dogs, however many I may choose as long as I provide a good standard of proper care and custody. The extrapolation of this sort of "communal control" is that he HOA can tell you how many visitors you are allowed in your home at any given point and ultimately how many members you can have in your 2-footed family - HOA forbid that you have more kids than rooms in your house which was very common when I was growing up and still is for those who cannot afford huge homes but have large families! Damn, it sounded, smelt and tasted like home-grown communism to me then and still does today!! I would think that in your case with visitors from not only out of town but out of country and coming for a clearly defined time period, the county/city would be very hard pressed to justify the laying of charges against you or your visitors, let alone successfuly prosecute those charges. My city has a limit of 2 dogs per home. Our HOA has a limit of 2 dogs over 30 pounds. Few people pay attention to either law/rule. Just to make sure I am "legal", Margie is registered in the next city as our Son's dog. She just spends a great deal of time with her grandparents. My HOA knows that I foster and has not taken issue with it. Why? I'm their worst nightmare. DH and I are always involved in the community and don't hesitate to call BS when our HOA screws something up. When they are perfect, I will follow every rule to the letter. That should happen, oh, NEVER...... Other than number of dogs I follow every rule they spew now. |
