The 'people' , and I use that term loosely, have a dog that keeps running away. He ends up at my daughter's house. The man comes and gets him and drags the poor pup home. Joey and her next door neighbor feed the pup, since he is very thin and pathetic. YESTERDAY``` the dog, once again, was on Joey's neighbors front porch ( neighbor was not home). Joey was driving up her driveway and saw the man walked up the steps and tried to grab the dog by the collar. The dog laid down and wouldn't move~~~ THEN the man started to punch and kick the dog right in front of my grandkids!!!! She was sooo stunned she didn't react to the terrible scene....She feels very bad that she didn't jump out of the car and start beating the monster!!!..... She has called animal control 4 times in the past week and they won't do anything at this point which is very frustrating. She and the neighbor agree if the dog comes to either of their houses again, they will take the dog to a no kill shelter. Any other suggestions???? She is so upset as are the grandkids. |

Why won't animal control people do anything yet? Do they need evidence? Personally I would take the dog the next time I saw it alone and take it to a no kill shelter. I don't know if that's the right thing to do though. Do they have any other pets? Do they have children?! |
Is she calling the animal control and making an official complaint? After 3 or 4 (I forget) ...they give a fine. Then if complaints are still given, they step in. Loose dogs alone is a valid complaint ...as is even seeing the owner not pick up the poop which I'm sure is happening if the dog is loose. Sometimes they want proof so I'd take pics of the dog at her house [off leash and no owner] and anything else she can get pics of. I too would just turn the dog into the pound EVERY time. That way there is a fine to GET their dog to go on top of everything else. That really should be enough to get the police to come. At least the times I've had to do it ...that's how it worked. |
I agree with Jo, maybe she could get some video of the abuse? Hard to argue when you have that kind of proof. |
well what kind of animal abse laws are there in your state? every state varies and if you don't have an animal abuse law, what the man is doing may not be illegal. Stealing property is illegal in every state however. you need to talk with animal control - or your state police (it might actually fall under their authority) to find out what can be done legally to start with. |
a PICTURE is worth a 10000000000 words.................get a picture of everything you can, get in touch with animal rescue and challenge them to do there job, at least investigate, they should come out, and make the owner aware there have been complaints.....let him know someone is watching. If she see's the guy again, ask him if he would like to surrender the dog, maybe he would just give him up................either way he will know someone is watching, and he had better QUIT !!! AND if that don't work, let us know, a couple of us will come by some night and pull his collar, etc............etc....... |
You don't have to get the owner on abuse if their dog is also ...always loose. Most places have laws against that, and that is what he seems to qualify under for fines already. If people are known to have loose dogs, I never give their dogs back. I turn them into no kill shelters. Make them pay ...that wakes a lot of people up. If they think that's terrible, I'm completely OKAY with that because the result is them doing what they can to avoid having the neighbors on their back. Having the dog turned in also gives others the chance to see the malnourished dog. |
She needs to call the police. Animal abuse is a crime in every state, and punching and kicking is animal abuse. Here is the Missouri statute: 578.012 1. A person is guilty of animal abuse when a person: (1) Intentionally or purposely kills an animal in any manner not allowed by or expressly exempted from the provisions of this act; (2) Purposely, intentionally causes injury, or suffering to an animal; (3) Having ownership or custody of an animal knowingly fails to provide adequate care or adequate control. 2. Animal abuse is a class A misdemeanor, unless the defendant has previously plead guilty to or has been found guilty of animal abuse or the suffering involved in subdivision (2) of subsection 1 of this section is the result of torture or mutilation consciously inflicted while the animal is alive, in which case it is a class D felony. |

Thanks for all your suggestions...I call her and let her know about her options. There is a fear of getting sued...there is a fear of putting her children in harm's way, if she were to lure it into her car to take him to the no kill shelter. She is very upset about this as she is getting no feedback from animal control..Thanks again!!! I knew you guys would have some great information and suggestions!!! |
Completely different option--Offer to buy the dog. Of course, this may not be feasible if neither Joey or neighbor can actually provide a home for the dog. And it is possible that the 'owner' isn't willing to sell the dog---after all, what would he have to kick/beat if the dog weren't around? Don't even want to know the answer to that one. But it could be an option, even if she knows ultimately she'll have to find a different home and if she can afford to offer money and keep the poor dog for a short while. Appeal to the greed: it doesn't sound like the pup is being well fed (another possibility for animal control action---although one of mine is actually always thin, which is quite unusual for an OES, but he's not only fed, but fed extra and he's perfectly healthy). Appeal to a (false) sense of shared frustration: it must be a real pain in the neck to have to chase down that dog day after day. Why not let me take him off your hands for ($$). Just a couple of other thoughts. Just a different thought. |
