| They can. Puppy bitches (girls) especially as many squat pretty low when they pee as youngsters and can pick up bacteria. Plus many experience varying degrees of vaginitis till they've been through their first season.
Puppy boys, not as frequently I don't think, or at least I've never dealt with a male who had a urinary problem, but...? What age? What kind of peeing problem? Never heard of spayed male? Or non spayed male. Is this a new procedure or..?  Guessing you mean intact (non castrated) male?
