One day after being charged with neglecting her 22 horses, an Ogdensburg area woman returned to where the animals are still being kept. 62 year old Carol Elmer drove up as our 7 News camera was capturing the alleged animal abuse scene on property she owns on the Cold Spring Road. Elmer declined to comment saying “I don’t want to talk to anybody right now.” State Police charged here with a State Agriculture and Markets violation of failure to provide proper sustenance. While the horses were being fed hay today the investigationfound that some of the horses became so hungry they were forced to eat the wood off the entrances to a small barn and their own manure. The horses also were wearing blankets to cover up hide loss and wounds from exposure to adverse weather. Elmer will appear in Lisbon Town Court January 6. I guess no matter how long I live I will just never understand HOW someone can do this type of treatment to ANY animal. |

I knew a woman once who had horses, in her time she had been well respected and very successful in the showring.
As she got older she kept the horses that she had. she had about 30 horses. She stopped showing and opened a riding school. A few of the ponies worked in the riding school but on the whole many of them did nothing except eat. The cost of keepng the animals was more than the riding school was bringing in. The horses were put out during the summer to eat the grass but although some of the horses were not ridden or used to their full potential she never sold any of them despite being offered high sums of money for some of them. She kept them like they were tropheys from the past life she had once had. The horses got quite thin especially during the winter as they didn't get the proper attention and care they needed. All the kids that worked in the riding school did so free of charge butwere allowed to ride their favourite horse whenever they wanted to. One day the owner announced that she was closing up and she'd had enough! So the horses who had been kept as prize possesions for years were either put to sleep, given away and a few were kept by her. they did nothing but graze all day! A few years after the riding school closed and the kids had been sent away and told not to return, a couple of horses and ponies appeared on the farm again and it had reopened as a livery yard. It was rumoured that some of the original ponies had sufferred from neglect and they had been removed. She was in awe that she could be accused of mistreating animals, she really couldn't see that she had indeed stopped caring for these animals in the correct way. I think there are 2 types of neglect - the knowing what you are doing is wrong, cruel or just plain evil, and those who think they are doing it right but have lost the means, or motivation to be able to look after an animal properly. Both are wrong and need intervention from the authorities. Its so sad when animals are neglected, and yet it continues every day. I hope the horses that belong the lady in NY are found new homes and will make a full recovery from their ordeal. |
There may be another factor at work with older individuals neglecting animals and that may be some form of mental illness or early dementia, This isn't meant as an excuse but rather to make some sense of these tregedies.Some people are also just downright cruel. |

I think this is a valid point. Many times hoarders truly love their animals and think they are doing what is best for them. lets not forget that the people deserve to be humanely treated as well. Hopefully the judge will require a psychiatric work up on the person as well. and then again sometimes well meaning people just get overwhelmed and are too embarrassed to ask fo rhelp - or don't know where to get it. |
I guess I can agree with all these ideas.... I am afraid that when I hear of neglect or mistreatment I initially assume that it is because of a malicious (or even lazy) reason... I do know that this assumption is all MY fault.
Growing up, when we would go visit my Gramma in VA. -- there was this old woman (no clue how old.. remember, I was a little kid and anyone over 35 was ancient ) who actually had about 45 cats. We called her The Cat Woman ~ original, I know. I remember her vividly because she loved it when my cousins and I would come over and play with the cats. Gramma and some other neighbors would always take turns taking her a plate of food each evening and taking her some tins of cat food. I doubt any of the cats ever saw a vet. I guess without all the help those cats may have fallen into hard times too.... Shame on me for always thinking bad thoughts on these cases... but the michael vicks of the world do tend to stand out in my mind. |
OK.... I guess positive thoughts didn't do much for this particular person or situation. I was really hoping so. BUT I guess police have been getting complaints on her going back to 2003 (thirteen in 2005 alone) and She also was charged by police on three separate occasions.
They are saying that one of the instances involved her allowing her horses to roam free on the highway and one violation for "failing to dispose of a dead body". The county DA is saying that she wants to be sure that this person does not get out of it this time. It's just going to turn out to be a very sad situation for all. |
