Just out of curiousity, what is the definition of a puppy mill?

No, it's not a trick question. We just hear that word so much it would be helpful to know what exactly it means. I've heard it used about 20 different ways - several in that article alone - but I presume there must be some universally accepted definition, correct?

Unfortunately there are no definitions and the guidelines are really vague.

The AWA (animal welfare act)does not define either "commercial kennel" or "puppy mill."

There is a definition for a commercial breeder however.....

Commercial breeder: One who usually has several breeds of dogs with profit as the primary motive for existence. Commercial breeders that are inspected by USDA, state agencies, or the American Kennel Club should have adequate conditions. Commercial breeders that sell directly to the public fall through the regulatory cracks unless they do business in a state that licenses commercial kennels. Dogs in these kennels may be healthy or not and their conditions may be acceptable or not. The dogs are probably not screened for genetic diseases, and the breeding stock may or may not be selected for resemblance to the breed standard or for good temperament.

Most of the definitions I've seen have been vague as well.

Based on what is defined: is there a difference between commercial breeding facilities and puppymills?

And, if so, is that distinction based on whether the facilities are licensed & regulated or not?

Just curious.

While I was reading the article I couldn't help but wonder what is the real issue. There is always going to be a market (yes I said that awful word market) for more dogs than what we can call I guess hobby breeders, can supply. so what is the answer? this is a legitimate question and no I don't have an agenda - I jsut have many many questions.
Sadly, we got our first OES in 1991 in a Petland before it was in the news that buying from a pet store wasn't a good thing. Very thankful he lived to 13 years old without health issues besides a little arthritis.
I wonder; where do people think Petland puppies come from? I mean, what respectable breeder is sending their litters to Petland? The place reeks of dog urine and worse when you walk in the door. No respectable breeder is going to send their pups to a place like that.
