Pouncing on other dogs & yipping

I have all Border Collies and then Sammy, our 1 yr. old OES. Sammy waits for one of the other dogs to move and then he pounces at them and puts his whole mouth around the back of their necks and hovers around doing a loud, high-pitched yipping sound. The Border Collies have now had enough of this behavior and they all have to be separated from him to avoid fights; even though Sammy never fights back.
I know that Sammy is very submissive and does not mean to look as if he's trying to dominate the Borders, but they interpret it in their Border Collie body language way instead of the clowny OES way in which it is meant. Any suggestions on how I can stop Sammy? :roll:

Sounds like he maybe herding your border's, which is what he's bred to do. Unfortunity so are the border's.
