Submissive OES

My seven-year-old OES is very submissive with other dogs. When she first meets other dogs, she growls at them, but will as soon as they make any move toward her, she rolls over on her back. She lets other dogs, even dogs who typically are not agressive, bully her unmercifully.

An example: This summer I found a dumped puppy. At first, my OES hated it. She wouldn't let it near her. A few days later, she was on her back, letting an eight-week-old puppy gnaw on her neck.

Does anyone have any suggestions on how I could get Mopsie (my OES) to interact more assertively with other dogs? I would like to get a companion for her, but I don't want her to be constantly bullied either.
