POSTED: 5:35 pm PST January 10, 2007 LOS ANGELES -- A new state law prohibits pet owners from keeping their dogs tethered for more than three hours a day, county animal officials said Wednesday. Dog owners who violate the law, which went into effect Jan. 1, could be hit with a $1,000 fine or face six months in county jail. The law exempts dogs tethered at campgrounds or recreational areas, and hunting or herding dogs tied up on farms. "Not all tethering of dogs is bad," said Michelle Roache, deputy director of Los Angeles County Animal Care and Control. "This law is meant to target the forgotten backyard dogs that live their entire lives at the end of a chain. Chained dogs can become neurotic, unhappy, anxious, injured and often aggressive, as well as becoming easy targets for thieves, other attacking animals, teasing humans and biting insects." |
